Empire is fantastic in terms of its scope, but it has a lot of mechanics that were improved for Napoleon. Empire with Darthmod would be worth playing. I don't recommend Medieval II personally, unless you're super into the medieval era. Even then, there's a great mod for Attila: Total War that's better. PrincessTerrik.
Third Age Total War 3.2 was made and finalised in 2009. Divide and Conquer 4,5 is a submod for TATW3.2 and was released earlier this year with version 5 in development. TA3.2 is older, has more bugs, less factions, less scripts and so forth.

Empire total war, for me, has the most immersive political environment and the largest scale of wars and such. Only game in the series where you can have a well thought out World War on three continents (also possible in Medieval I/II but not as organised and the importance of merchanting in Empire makes it a lot more challenging).
